Issuance of Provincial Attestation Letters (PALs)
Under the new IRCC guidelines, all visa applications submitted after the 22nd of January, 2024 will require both an LOA (Letter of Attestation) and a PAL (Provincial Attestation Letter). PALs are issued by each province and are requested by the DLI (Designated Learning Institution) that students are applying to study at. At Oxford International, we will issue a PAL for programs longer than 9 months in duration across our English Language programs in Vancouver, Toronto, and Halifax, as well as our Career College programs in Vancou
ver and Halifax. In order to receive a PAL, applicants will need to demonstrate they meet the following IRCC mandated conditions:
- A deposit of 50% of the program tuition fee.
- The submission of a statement of purpose highlighting why they wish to study their chosen program, and how they will apply the skills developed during their studies upon return to their home country. Advice on how to structure a SOP can be found here.
- A police clearance certificate from their home country showing a clean background.
- Documents showing they have enough funds to cover tuition fees, living expenses, and return transportation for one year without resorting to work in Canada.
You Can Prove Your Funds With:
- Proof of a Canadian bank account in your name.
- A Guaranteed Investment Certificate (GIC) from a participating Canadian financial institution.
- Proof of a student or education loan from a bank.
- Your bank statements for the past 4 months.
- A bank draft that can be converted to Canadian dollars.
- A letter from the person or school giving you money.
- Proof of funding paid from within Canada, if you have a scholarship or are in a Canadian-funded educational program.
